A Village Andrew Hit Hard
Palmetto Bay owners rarely need convincing about impact windows. The village sits just west of Biscayne Bay, and when Hurricane Andrew struck in August 1992 it was among the worst-affected areas, with many homes and businesses destroyed and a slow rebuild that followed. The village incorporated on September 10, 2002, taking in parts of the former Cutler, Rockdale and East Perrine areas.
How hard the wind blew
Andrew's 177 mph gust was measured at a house in nearby Perrine, next to the former East Perrine area that is now part of the village. Wind like that turns loose objects into missiles. That is why Miami-Dade's High-Velocity Hurricane Zone rules require glazed openings to be protected, and why impact products are tested by firing a 9-pound 2x4 at the glass and then cycling wind pressure on the unit.
Glass or shutters?
Palmetto Bay homes vary widely: post-Andrew rebuilds, older houses that survived, and newer construction. For each, the choice is similar:
- Impact windows: permanent protection, nothing to install before a storm
- Hurricane shutters (accordion, roll-down or panels): lower cost per opening, but someone must deploy them
- A mix: impact glass on main living areas, shutters on secondary openings for now
We price both ways so you can compare.
Closer to the water
Properties nearer Biscayne Bay and Old Cutler Road can face more wind exposure than inland streets. Storm surge is a separate risk from wind, and windows do not keep flood water out, so check your evacuation zone and flood zone with Miami-Dade County as part of your planning.
A landmark lesson
The Deering Estate on Old Cutler Road, a 444-acre bayfront property, took a direct hit from Andrew. Waves reached the second floor and the 1900 Richmond Cottage was knocked off its foundation; restoration took seven years and $7.2 million. It is a reminder that the bayfront edge of the village sees the worst of any storm.
Mature landscaping and older lots
Many Palmetto Bay yards have mature trees close to the house. Branches near the house can become debris in a storm, which is one more reason impact glass beats leaving windows unprotected. We plan crate placement and ladder access around your landscaping, and point out limbs over the roof or near windows that an arborist should look at before the season. Trimming is not our trade, but we will tell you what we see.
Permits in the village
Palmetto Bay has its own building department. Expect to submit product approvals for each window, door and shutter type, a plan locating each opening, and wind load documentation. We assemble those and coordinate inspections. Call (786) 699-6948 to set up a measure.

Palmetto Bay Questions
Do impact windows protect against storm surge?
No. Impact windows are designed for wind and flying debris, not rising water. Check your flood and evacuation zones separately.
Should bayside homes get stronger windows?
Homes near open water often need higher design pressure ratings. We check each opening's exposure and the product's approval before ordering.
Can I mix impact windows and shutters?
Yes. Many owners protect main rooms with impact glass and use approved shutters on remaining openings until a later phase.
